ECIA Issues Critical Guidance on IEEPA Tariff Refund Process for Electronic Components Supply Chain

Advisory clarifies complexity in tariff rebates

 

Atlanta – The Electronic Components Industry Association (ECIA) has released an official industry advisory to clarify the complex landscape surrounding tariff rebates following the recent Supreme Court ruling on the International Emergency Economic Powers Act (IEEPA). The guidance is designed to assist customers of the electronic components supply chain in navigating the multi-layered refund process.

The advisory highlights that while the IEEPA-authorized tariffs were found unconstitutional, other significant duties—including Section 301 and Section 232 tariffs—remain in full effect and are not eligible for refund. Furthermore, the guidance details the limitations of the U.S. Customs and Border Protection (CBP) CAPE system, which currently excludes specific timeframes and complex entry types from immediate electronic processing.

Tariff Refund

"With the recent legal shifts and the activation of new government filing systems, there are an incredible number of moving pieces in this issue," said David Loftus, President and CEO of ECIA. "It is essential that we set appropriate expectations for our customers. The refund process is not instantaneous; it involves a highly technical, multi-stage flow of funds from the government through manufacturers and distributors. Our goal is to provide the clarity necessary for businesses to manage their financial planning accurately during this transition."

ECIA projects that the reconciliation and flow of these funds through the supply chain will likely extend into late Q3 or Q4 of 2026. The association remains committed to monitoring further updates from CBP to ensure members and their customers stay informed.
